Thorough cleaning should do the trick. The pilot tube supplies gas to the pilot light for combustion. The heat sensor for the pilot light may be faulty. The initial flame of the pilot heats the thermocouple which will signal the valve to stay open and keep the pilot lit and the propane heater functioning.

If the thermocouple is too far from the flame this can cause the pilot to go out and shut down the propane heater. You can fix this easily by moving the thermocouple closer to the flame. Use a slender needle to gently unclog the tube. This is the pilot flame that provides the heat.

Another cause of a weak pilot is a faulty. So what s the problem. When the water heater pilot light goes out first try relighting it following the directions on the water heater label. Sometimes the tube might be partially clogged and supplying very little gas for combustion no wonder your pilot light keeps going out.
